In a letter to the Plans and Policies Committee, Springfield Mayor Bob Stephens on Monday claimed that the recently passed indecent exposure law possibly might violate the women of Springfield's 14th Amendment equal protection clause.

"Therefore we have a law now that increases the restrictions on the female segment of our population while, at the same time, loosening restrictions on males. It is in my opinion that this is a possible violation of the 14th Amendment of the United States Constitution which holds for equal treatment for all under the law."

The problem is that the Council hastily passed Ward 2 Councilman Justin Burnett's law that makes female nipples and breasts illegal to be shone in public while allowing men to have full erections showing through their pants.

Councilman Craig Fishel, who supported the bill, says that men in Springfield do not need to be walking around with an erection.  "I think we need to go back and include the male genital stuff that was in the first ordinance," he said. "I'm not interested in repealing it, but I think it needs to be more comprehensive than what we have."

Councilman Burnett was unavailable for comment.  The Plans and Policies Committee has agreed to take a look at the law and how it may be in violation of the 14th Amendment.
